File A Complaint Against an Employee

Note, this portion of the website is only for filing a complaint against an employee(s) of the Dallas Police Department.  If you have a criminal matter to report which does not involve a departmental employee, you may dial *911, use the Dallas Online Reporting System (DORS) to submit an online police report, or consult the Department Directory for a detailed listing of telephone numbers.

On October 1, 2019, the Office of Community Police Oversight Board was given responsibility of providing an accessible process that ensures fair acceptance and processing of external administrative complaints.

The Police Department's goal is to make this process available to all persons who believe they have been aggrieved during an interaction with an employee of the Dallas Police Department.   A formal complaint may be made in one of several ways:

• Contact the Office of Community Police Oversight by calling: (214) 671-8283.
• A person may come to the Internal Affairs Division, Monday - Friday, 8:00 a.m. - 5:00 p.m., on the second floor of the Jack Evans Police Headquarters.  Check-in at the front desk, and ask to speak with an Internal Affairs Detective.  A detective will come get you and help walk you through the entire process.
• A person may go to any of the seven police stations around the City of Dallas and ask to speak to a supervisor.  The supervisor will help you initiate the complaint process and provide you with a complaint form to complete.

• A person may submit an External Administrative Compliant Form electronically from link below to us or the Office of Community Police Oversight:

  • PC or Mac users will need to ensure they have Adobe Reader installed on their computer.
  • If you do not have Adobe Reader you can download free from the below link.
  • https://get.adobe.com/reader/
  • Once you have installed the software on your computer click the link for External Administrative Complaint Form and open in Adobe Reader and complete form.
  • Smartphones and Tablets
  • If you do not have the Adobe Reader application you will need to download it to your device for free.
  • The app can be found in both Google Play Store and the Apple App Store for free.
  • Once you have installed the Application on your smart device click the link for Citizen Complaint Form and open in Adobe Reader and complete the form.
• A person may print off an External Administrative Complaint Form available at the link provided below and return it to us in one of several ways:
• Mail or deliver it directly to the Office of Community Police Oversight: Dallas City Hall, 1500 Marilla St. 5DN, Dallas TX 75201.
• Email it to Office of Community Police Oversight: OCPO@dallas.gov
• Deliver it in person, e-mail, mail, of fax, to the Dallas Police Department, Internal Affairs Division.
• Deliver to any police supervisor at any City of Dallas police facility.
