Office of Community Police Oversight
The Office of Community Police Oversight (OCPO) was established on April 24, 2019, by the
Dallas City Council through Ordinance No. 31192, as part of Article XXII, Chapter 2 of the
Dallas City Code. The primary purpose of the OCPO is to provide support and technical
assistance to the Community Police Oversight Board (CPOB), formerly known as the Civilian
Review Board. The OCPO helps the CPOB ensure that complaints against officers of the Dallas
Police Department (DPD) are investigated thoroughly and transparently. Additionally, the OCPO
reviews and independently investigates allegations of misconduct to foster trust between the
community, the City of Dallas, and the DPD.
The mission of OCPO is to ensure civilian complaints are reviewed impartially to enhance the
transparency and trust between the City of Dallas, the Dallas Police Department, and the
community.
Complaint forms are also available in English, Spanish, Arabic, Amharic, Burmese, Chinese,
French, Korean, Swahili, and Vietnamese through the Office of Community Police Oversight
(OCPO) in the following options:
Online: OCPO Website.
In Person: Dallas City Hall, 1500 Marilla Street, 5DN, Dallas, TX 75201.
Phone: For assistance, please contact OCPO’s 24/7 Complaint Line at 214-671-8283.
If you are dissatisfied with the findings of the investigation, you may request an independent
review by the Office of Community Police Oversight (OCPO).

Please note that this independent review will assess the facts, conduct, policies, and
procedures involved in your complaint. While the review may result in the same or similar
conclusions, its purpose is to ensure accountability and transparency in the investigative
process. You have 30 days from the date of the Internal Affairs Division final disposition
letter to submit your request to OCPO for an independent review.
The CPOB holds a monthly meeting on the second Tuesday of every month at 5:30 p.m. that
provides a platform for community members to share concerns about police-community
relations in Dallas neighborhoods. Speaking at Board meetings is open to all. For information
about our next public meeting, visit: dal.city/CPOBMeeting.
