Office of Community Police Oversight
The Dallas City Council established The Office of Community Police Oversight (OCPO) on April 24, 2019, through Ordinance No. 31192. OCPO supports the Community Police Oversight Board (CPOB), formerly known as the Civilian
Review Board, in ensuring that complaints against Dallas Police Department (DPD) officers are investigated thoroughly and transparently. OCPO also conducts independent reviews of misconduct allegations to strenghten trust between the
community, the City of Dallas, and DPD.
Mission
The mission of OCPO is to ensure civilian complaints are reviewed impartially to enhance the
transparency and trust between the City of Dallas, the Dallas Police Department, and the
community.
Filing a Complaint
A complaint is a written statement from a member of the public (non-City employee) alleging concerns about a DPD officer. Issues may involve procedures, treatment of residents, abuse, harassment, or civil rights violations. These are known as External Administrative Complaints and may be filed with OCPO, the CPOB, or directly with DPD.
City employees wishing to file a complaint should contact the Office of Inspector General and the Dallas Police Department - File A Complaint.

If you are dissatisfied with the findings of the investigation, you may request an independent
review by the Office of Community Police Oversight (OCPO).

Independent Reviews
An independent review examines the facts, conduct, policies, and
procedures related to your complaint. While the review may result in the same or similar
conclusions, its purpose is to ensure accountability and transparency in the investigative
process. Independent Review Requests must be submitted within 30 days of receiving theInternal Affairs Division decision on your complaint.
Community Engagement
The CPOB meets monthly on the second Tuesday of every month at 5:30 p.m. Community members are welcome to speak and share concerns about police-community
